Mark P. Barnebey Is A Land Use Attorney And Local Government Attorney
Mark P. Barnebey’s practice as a land use attorney involves land use and local government law. He practices before municipal and county commissions, planning and zoning boards, local boards of adjustment and zoning appeals boards as well as development review committees.
Mark is City Attorney for the City of Palmetto and is general counsel for several special districts, several community development districts, and a governmental authority. He is special counsel to the School Board of Manatee County and various local governments. He was a County Attorney with Manatee County for over 13 years.
Mark has received approvals for a wide range of commercial, industrial and residential projects, including neo-traditional development, sports arenas and power plants. The Florida Bar Board of Legal Specialization and Education has certified Mark as a Board Certified City, County and Local Government Lawyer.

Mark has lectured on topics of land use law, regulatory takings, property rights, quasi-judicial hearings, concurrency, impact fees, vested rights and non-conforming uses at various Florida Bar, Florida Chambers of Commerce, American Planning Association and Florida Planning and Zoning Association seminars and conferences. Mark has lectured on land use law at Florida Bar City, County and Local Government Law Certification Review Course for 15 years.
Florida Bar Service, Awards And Recognitions
Mark is Past Chair and current Executive Board Member of the City, County and Local Government Law Section of the Florida Bar. He is a Past State President of the Florida Planning and Zoning Association and twice served as the Gulf Coast Chapter President for the Florida Planning and Zoning Association.
